An unusual agreement between Pennsylvania Gov. Josh Shapiro and a natural-gas driller could serve as a model for finding consensus over an issue that continues to divide much of the U.S.: fracking. 

Shapiro and the chief executive of CNX Resources said in November that the company would make changes to its operations and voluntarily release environmental information to the public and regulators.
