The Cabinet Committee on Economic Affairs (CCEA) on Wednesday approved the increase in the Minimum Support Prices (MSP) for all mandated Rabi crops for the marketing season 2027-28, with safflower receiving the biggest increase, the government announced. 

“Under the leadership of Prime Minister Shri Narendra Modi, the government has a clear policy decision that farmers should get a profit of at least 50% or more over their average cost of production,” Union Agriculture Minister Shivraj Singh Chouhan said at a press conference following the Cabinet decision. “In line with this, the MSP announced for rabi marketing season 2027-28 carries a margin of 50% to 106% over the all-India weighted average cost of production.”

The MSP for safflower was increased by ₹675 per quintal to ₹7,215 per quintal, an increase of 10.3% over its level in the previous year. Rapeseed and mustard saw their MSP increase by 6.7% or ₹413 per quintal to ₹6,613 per quintal.

The MSP for barley was increased by 6.3% to ₹2,286 per quintal, masur dal by 5.6% to ₹7,390 per quintal, gram by 1.4% to ₹5,958 per quintal, and for wheat by 1% to ₹2,610 per quintal. 

“The increase in MSP for mandated Rabi crops for marketing season 2027-28 is in line with the Union Budget 2018-19 announcement of fixing the MSP at a level of at least 1.5 times of the all-India weighted average cost of production,” the government said in its release. 

It added that the expected margin over the all-India weighted average cost of production is 106% for wheat, followed by 96% for rapeseed & mustard, 92% for lentil, 59% for gram, 58% for barley, and 50% for safflower. 

“This increased MSP of rabi crops will ensure remunerative prices to the farmers and incentivise crop diversification,” the government added.

The government said that its procurement of wheat over the period  2014-15 to 2025-26 increased to 3,715 lakh metric tonnes (LMT) as compared to an increase of 2,254 LMT during the 2004-05 to 2013-14 period. 

Similarly, it said that the procurement of six Rabi crops during 2014-15 to 2025-26 increased to 3,921 LMT as compared to an increase of 2,302 LMT during 2004-05 to 2013-14.

“The MSP amount paid to wheat-growing farmers during 2014-15 to 2025-26 has increased to ₹7.31 lakh crore as compared to ₹2.56 lakh crore during 2004-05 to 2013-14,” the release said. 

For the six Rabi crops, the MSP paid to the respective farmers in total stood at ₹8.36 lakh crore as of 2025-26 as compared to ₹2.65 lakh crore in 2013-14, it added.
