Historically, India’s busiest urban districts were rooted in how they blended movement with everyday public life. Whether it was a market street, a railway precinct, or a neighbourhood centre, our urban centres understood that a street was never merely a conduit for traffic; it was the city itself.
If you walk through the streets of Chandni Chowk in Delhi or the lanes of Johari Bazaar in Jaipur, you realise these places thrived because they refused to separate transit from human encounter. The street is a shared living room where commerce, interaction, commuting, and community naturally collide.
As Delhi moves towards implementing the recently notified Transit Oriented Development (TOD) Regulations 2026, this understanding becomes increasingly relevant. Most of the current conversation around this policy is heavily focused on financial and engineering metrics, from the uniform ₹10,000 per square meter improvement charges and the unlocking of 207 square kilometres of land to towers climbing to unprecedented heights with an FAR (Floor Area Ratio) of 500. These changes are definitely important for a rapidly growing city. However, they should also make us think about something bigger: how do we ensure that these transit districts function as lived urban environments, rather than becoming purely transit-linked development zones?
High-density zones
The core opportunity as we move towards a corridor-based model is to find a balance between engineering efficiency and true urban vitality. When transit goals are integrated with a master architectural plan, they can unlock new benchmarks for urban design and long-term livability. This allows us to ensure that high-density zones actively celebrate the pedestrian culture and informal economies that define Delhi’s vibrant street life.
This becomes particularly important in the Indian context. If we look at cities such as Delhi, Mumbai, and Kolkata, the most active transit-adjacent areas are rarely the formally designed ones.
It is the edges of suburban railway stations, the streets outside older metro entries, or the mixed-use stretches around interchanges that carry continuous activity.
Careful framework
International urban design models often assume that public activity must be engineered through strategically designed plazas or formal retail storefronts. In India, however, the framework operates in a layered manner, shaped by our distinct and rich relationship with the street.
This is where the TOD framework needs to be read more carefully. The area improvement component is often discussed as a supporting mechanism, but it is central to the success of the policy. While development rights determine what gets built, area improvement determines how that development is experienced.
Overall, this calls for a shift in master-planning questions, moving away from how many commuters a system can push through a corridor to how those individuals actually experience the space.
It requires a closer reading of ground conditions that connect stations to surrounding buildings, and of how safely and comfortably pedestrians can navigate these environments in everyday use. From a master planning perspective, executing this requires a structural shift in our thinking, moving from a linear focus on vehicular movement to a spatial focus on multi-modal integration zones.
Currently, the transition between transit exits and surrounding neighbourhoods in major Indian hubs is frequently disrupted by deep setbacks and blank boundary walls that alienate passersby. As planners, we can dissolve these hard edges by designing transparent, active building frontages. Eliminating blank compound walls at the transit interface allows private developments to merge seamlessly with public spaces, transforming an isolated tower plot into an extended, welcoming neighbourhood plaza.
Regional identity
Yet the success of these environments cannot be measured by connectivity alone. While active edges and pedestrian movement shape how people navigate it, architecture shapes how they remember it.
As we redesign our railway stations, airports, and multi-modal hubs into high-density anchors, we must embed regional identity through local design wisdom, vernacular elements, and regional materials directly into these emerging public realms.
High density does not have to mean corporate placelessness. Instead, drawing inspiration from the material palettes and passive-cooling vocabularies of our heritage, we can create infrastructure that establishes an intuitive sense of place.
Equally critical is the positive, structured integration of informal economic systems. In places such as Delhi’s Nehru Place or the busy station precincts of Lucknow and Patna, informal commerce is a core economic engine that sustains daily urban life and provides natural safety through constant footfall, acting as natural eyes on the street. Street vendors map themselves along the highest pedestrian streams; rather than pushing them to peripheral dead zones, area improvement plans must incorporate dedicated, recessed vending bays directly along these primary paths. By designing these zones with integrated utility connections, shading, and waste management, we can regulate the physical footprint of commerce while keeping the city welcoming.
The Master Plan Delhi 2041 already mentions how important the aspects of walkability, mixed-use development, and active travel networks are. The 2026 TOD regulations provide the ideal mechanism to translate these progressive principles into built form. As the renowned Danish architect and urbanist Jan Gehl observed of global cities transitioning into high-density hubs, designing for the “life between buildings” is what truly brings architecture to life.
Ultimately, the success of Delhi’s TOD policy will be celebrated through density optimisation working hand in hand with human experience. It will lie in creating districts that remain deeply connected to the everyday life of the city, where high-density corridors mature into empathetic, deeply integrated neighbourhoods rather than being defined solely by transport efficiency.
